Proclamation of Local Emergency

WHEREAS, on March 13th, 2020, the Governor of the state of Nebraska declared that a state of emergency exists within the entire State of Nebraska due to the spread of the Coronavirus (COVID-19); that such emergency can strain the abilities of local governments to meet the needs of the citizens and respond to the pandemic; and the actions necessary to assist in meeting the emergency conditions and subsequent impacts of these events present a burden upon the entire state; and

WHEREAS, the Governor’s Proclamation of such meets the definition of an emergency under the Nebraska Emergency Management Act, which provides in Neb. Rev. Stat. 81-829.50 that a local emergency may be declared by the principal executive officer of a local government when conditions defined as an emergency exist; and

WHEREAS, the presence of Coronavirus has been confirmed within the borders of Douglas County, Nebraska, and that Ralston, Nebraska, is located within Douglas County, Nebraska.

THEREFORE I, Donald A. Groesser, the Mayor of the City of Ralston, Nebraska, hereby declare that a state of emergency exists within the City of Ralston for the purpose of activating all applicable emergency operations plans and authorizing the furnishing of aid and assistance under such plans, invoking mutual aid agreements, and applying to the State of Nebraska for assistance from the Governor’s Emergency Fund and any other federal, state, or private resources available to the City of Ralston or its citizens, business owners, and employees to deal with this emergency.
